Since he's talking about using framed interfaces, I'd wager there's a misunderstanding of "Global" meaning global to the entire UI, rather than just the context of the current form, view, action bar, etc.
After all, if I have a pane with a view in it, with an action bar, and an action there that sets a Global variable, that variable doesn't exist in the context of the document preview pane I might have in the same frameset.
